Assam Sets Up 8th Pay Commission to Review Salaries and Reforms

The Assam government has constituted the 8th Assam Pay Commission to undertake a comprehensive review of pay structures, allowances, and service conditions of state government employees, marking the first such exercise since the last revision in 2016.
The commission will be headed by retired IAS officer Subhash Chandra Das and includes senior officials from key departments, along with academic expert Prof. Ratul Mahanta as a special invitee. The panel has been given 18 months to submit its recommendations.
Officials said the new pay panel has been assigned a broader reform-focused mandate. In addition to recommending salary revisions, the commission will examine administrative efficiency, manpower rationalisation, and the impact of digital governance on government functioning. It will also review cadre structures and suggest measures for restructuring and phasing out redundant posts where necessary.
The government has directed the commission to ensure that any proposed revision remains fiscally sustainable and aligned with the state’s fiscal responsibility framework. The panel is expected to assess the financial implications of its recommendations and may suggest phased implementation if required.
The move is likely to benefit a large number of serving and retired state government employees and is being seen as a significant step in the state’s administrative and pay reform process.
