Land Rights Push Before Polls: Assam Grants Pattas to Tea Workers

In a significant move ahead of the Assam Assembly elections, the state government has begun distributing land pattas (ownership rights) to tea garden workers, addressing a long-pending demand while also drawing attention for its political timing.
For decades, lakhs of tea workers in Assam—many of whom are descendants of labourers brought during the colonial period—have lived in labour lines within tea estates without legal ownership of the land they occupy. The absence of land rights has left families without long-term security despite generations of residence.
The recent initiative seeks to change that by granting legal ownership of residential plots to tea garden workers, a step officials describe as correcting a “historic injustice.” The move is backed by a law passed by the Assam Assembly in 2025, enabling the transfer of land rights to workers living in tea estates.
Government sources said the distribution of pattas will cover a large number of tea garden families across the state, particularly in Upper Assam districts where tea plantations dominate the landscape.
However, the timing of the initiative—just weeks before the state heads to polls—has sparked political debate. Tea tribes constitute a significant portion of Assam’s population and are considered influential in several Assembly constituencies, especially in tea-growing regions.
Political observers view the move as part of a broader outreach to tea garden communities, which has also included welfare measures such as wage revisions and promises of improved living conditions.
While the initiative has been welcomed by many beneficiaries, concerns have been raised by sections of tea estate owners over the implications of land transfers. There are apprehensions about potential disputes and the impact on estate management.
Opposition parties have also questioned the timing, alleging that the government is using long-pending welfare measures to gain electoral advantage.
Despite the criticism, for many tea workers, the land pattas represent a long-awaited step toward dignity and security, marking a major shift in their socio-economic status.
